The "Coco Lounge" applied for an entertainments license in February 2005. The premises being licensed for 220 people. Members were advised that one complaint had been received, in November 2004, regarding the level of noise emanating from the premises. The applicant had stated that works had been made to the building to improve the sound insulation.

It was noted that one letter of objection to the application had been received from a local resident. The Licensing Team had also expressed its concerns that there was potential for a mass migration of customers to the Coco Lounge from other licensed venues that closed earlier. Other concerns included disturbance caused by up to 300 customers leaving a single venue at 2am, the possibility of large crowds developing when the Coco Lounge reached its capacity and lack of public transport to aid the crowd's dispersal at 2am.
