The adjourned Licensing Sessions of the Dover justices was held at
Broadstairs on Tuesday, and at the commencement of the proceeding, the
chairman announced that the opinion of Mr. F. Meadows White has been
taken upon the point as to whether the Cinque Ports justices had the
power to declare any district a populous place under the provisions of
the New Licensing Act. In the opinion of Mr. White the justices had no
such power, as it was in the hands of the County Licensing Committee;
but, on the other hand, it was to be bourne in mind that the Licensing
Committee had no jurisdiction over Broadstairs. The Bench ultimately
decided that as they had no power in the matter, consequently the hotels
and public-houses of Broadstairs will be compelled to close at ten
o'clock. On the application of Mr. Dorman, Miss Clark was granted a
license for the "Victoria Hotel." The publicans who have been convicted
of contravening the terms of their licences during the year were
admonished by the Bench, after which the business of the sessions was
brought to a close.
