Possibly a public house, but not necessarily so as could have been a drapers. The symbol of a Fleece is said to symbolise wealth and kingship. The Arms shown could just be a Guild Crest and not Arms as is public house, as these tokens were popular for both types of establishments during the mid 17th century, and were used to pay for goods in the premises named.
