Mill Lane

Margate

 

Known as a common lodging house and situated somewhere along Mill Lane. Not to be confused with the "Walmer Castle," which was also addressed in Mill Lane.

The house was apparently not officially registered as a lodging house in 1866, but had become so by 1871 and William Philpott was also a publican.

LICENSES.

Wednesday last was the annual licensing day, on which occasion J. C. Ottaway, Esq., the Mayor of Dover, and T. Worsfold and S. Finnis, Esq., justices of Dover, were on the Bench, in addition to the local magistrates. The whole of the old licenses were renewed without objection.

Mr. Towne applied for a new license on behalf of Mr. Philpott, of Mill-lane, which was refused.

Mr. Harvey Boys applied on behalf of Mr. Macnally, of the "Walmer Castle." He stated that Margate, with a population of 9,000, had 58 public-houses, 1 to every 150 persons; Ramsgate, with a population of 12,600, had 56 public-houses, 1 to 233; Dover, with a population of 27,000, had 170 public-house, 1 to 160. The Bench refused to grant the required license.

Unregistered Common Lodging-houses.

At the Police Court, on Wednesday, William Philpott, who keeps a beer-house in Mill-lane, was charged, on the information of Supt. Saunders, as inspector of lodging-houses, with not having registered his house as a common lodging-house, as required by the Improvement Act of 1858. Defendant pleaded guilty, and was fined 10s., and 8s. 6s. costs.

Sarah Wrench, Cranbourne-alley, was charged with a similar offence. In answer to the charge, defendant said she did not keep a common lodging-house, her lodgers were all weekly. Supt. Saunders said the defendant’s husband died in 1859, and ever since that time the house had been unregistered. This defendant was fined 5s. and costs 10s. 6d. It seems that the registering does not cost anything, but beer-house keepers object to being registered, as they are then obliged to take in any one who applies for a night’s lodging.
