Ramsgate?

I have just been sent this photo of a pub with the name "Talk of Thanet" and information saying it's Ramsgate.

Local knowledge definitely required here as I have no further information regarding the date or indeed location.

Michael Mirams to the rescue again. Says this was the "Refectory Tavern" in Ramsgate for a few years before shutting.
